It should be called the Magic Carpet Fallacy, and it was first put forth by Ben Goldacre:

We’re going to hear a lot of “Well, there’s this problem with Agency X, so maybe the Republican apparatchik who has spent his entire life trying to raze Agency X to the ground will actually fix the problem I care about.” Hint: they won’t. They’ll just break the things that work–and I think all of us will be astonished to learn how much stuff the federal government does that we don’t even realize could be broken–and leave you the pieces.
I would say this post is about a particular Trump appointee, but, really, it’s about nearly all of them.
