That’s what the headline of this NYT article should read (boldface mine):
As Congress returned from a seven-week recess on Tuesday, Senate Democrats again stymied a $1.1 billion plan to fight the Zika virus, demanding that Republicans drop an effort to block Planned Parenthood from receiving money to combat the mosquito-borne disease.
…The Republican-driven package was supposed to resolve the differences between a bipartisan Senate plan and a less Democrat-friendly House version. The bill would exclude Planned Parenthood from the list of providers that get new funding for contraception to combat spread of the virus, which can be sexually transmitted.
Democrats regard any restriction on Planned Parenthood as setting a dangerous example, and they have shown they are willing to risk looking as if they are blocking funding for a public health crisis to prevent that precedent.
Senator Harry Reid of Nevada, the Democratic leader, said Republicans had sabotaged efforts to address Zika by including the restrictions on Planned Parenthood.
Yes, let’s not fund the organization that provides birth control to women when faced with a disease that can be sexually transmitted.

House Republican lawmakers sought to reverse previously passed legislation restricting the display of the Confederate flag in federal cemeteries by slipping a provision stripping the legislation into a larger appropriations bill that included Zika funding. The House bill passed last week on largely partisan lines, but was blocked in the Senate Tuesday by a Democratic filibuster.
Look, I’m not naive about how our political process works. ‘Unclean’, messy bills are how legislation gets made. But the Republicans are holding unborn fetuses–who seem to matter to them only in certain situations–hostage. They are threatening future children with microcephaly–and, ironically for the anti-abortion party, encouraging women to get abortions.
If you can’t pass a clean bill to prevent brain damage in children, then your party is broken.
Not Washington (Wor-Shing-Tun) is broken. The Republican Party is broken. It is, one hopes, the final spasms of the devolution from TR’s Bull Moose to Sean Hannity’s Prion-Infested Downer Cow.
