One thing to keep in mind is that DOGE hasn’t found any fraud per se, such as embezzlement and so on. What they have found are programs and policies they don’t like.
What we’ve seen over the last few years is that, for Republicans, fraud doesn’t mean what people think of as fraud: observable cheating, stealing, deception, and so forth. Consider election ‘fraud’: there is no evidence that any remotely meaningful election fraud has occurred (i.e., false votes, manipulation of tallies and so forth). Yet Republicans are convinced ‘fraud’ did occur because Trump lost an election. Rather than accepting what happened–Trump et alia did a shit job and he is an utterly repulsive person to many Americans, so he was lawfully and legally voted out–they assume that the election loss must have occurred due to conspiratorial machinations (GEORGE SOROS, BOOGA BOOGA!), and thus is ‘fraud.’
That’s what fraud means to them: outcomes and stuff they don’t like.
