    As P. T Barnam said, “There is one born very m minute”.

    More sympathetically, cops often work in areas of high uncertainty and are likely to adopt tools that can reduce this uncertainty. Unfortunately they do not usually have the skills and training to recognize how bad a scam this thing is.
