Keeping policy simple for those who experience it is my standard for good policy. If it’s obscure or confusing, odds are either a) someone’s tried to game the system, and the complication prevents that (e.g. taxes), or b) it’s bullshit.
A prime example of b) is land-use planning. Most zoning codes are massive hundred-page tomes that are completely useless. Haussmann rebuilt Paris for Napolean III with a plan that was six pages long (large pages, but still…)…and he got Paris!
