    The fact that the incidence of mass shootings in the US is not correlated with other violent crime does not mean that we should measure the one in relation to the other and conclude that mass shootings are double what they would have been. It means that knowing the incidence of violent crime does not predict the incidence of mass shootings.

    Why? Very probably because they are different phenomena. Mass shootings are likely the result of mental or organic illness, in the main. And, while mental illness is a factor in violent crime, there are many other factors, as well. The steady level of mass shootings is consistent with a steady level of the kinds of mental illness that produce them.
