As long as the roots are intact, I don’t see how the damage could’ve been too extensive.
One can cut back a willow to just the trunk, and it will usually sprout new leaves and branches in due time.
I don’t know a lot about tree care/health at all, but was the damage to the tree really that bad that they had to take the whole tree down? From what’s left of the stump it looks like it wasn’t really rotted or anything.
