    In re the baby test tubes: Years ago an SF Fan and government employee in DC told a story about government procurement. In an attempt to loose the procurement of toilet paper the Pentagon left out the requirement that the paper be free of holes. Not unsurprisingly, the lowest bidder (the winning bidder) delivered TP with holes in the rolls. You simply can not trust vendors. Every detail of an order has t be specified.
