    As someone who lives in the Takoma Park (MD) historic district who has asked, and been rebuffed, by my cit councilors about adding more small apartment buildings in my neighborhood (much like the small apartment buildings that already exist in the historic district), because that wouldn’t be “historic”: I presume the answer to your question is “No”.
