Looks like an animal had bedded down.
Feral swine is a growing problem.
Here in Tesas, during the bluebonnet season, you see cars stopped on the shoulder and people plunking the kid down in the bluebonnets for a picture. As you drive along, you can see many places where this has happened. I doubt that is the explaination here, however.
I’d say toddler, or dog.
